Clone of Yellow Pages Site

I need to build a site that will list contractors in one specific industry. I like the layout of how the yellowpages listings site works. You type in the business heading and your zip code and it gives you the local listings. I need something just like that. I need a back end that's pretty easy to deal with as well. Need to be able to add and remove listings easily.
If you look at the yellow pages listings they have four little boxes at the top and then yellow highlighted listings and then regular listings. I want something like that.
I can provide more details and mock ups. I need a good layout and a nice looking site and a great back end. I'm also trying to keep the budget as low as possible.
